And I agree with your assessment of Bell's WiMax strategy; it certainly doesn't seem to be a priority.

The presentation you refer to was from Dec. 2006, and so is almost 18 months old. The link to the conference is here:

This description of the strategy pre-dates the buyout deal, so I wouldn't too much faith in it as a statement of work going forward. On the other hand, Wimax isn't, and has never been, part of Bell's strategy. The goal for Inukshuk is simply to keep the licence and make sure no one else can doing anything of substance with it.
