		<description>I don&#039;t quite understand the spectrum auctions. Hope someone can enlighten me.&lt;br&gt;The available frequencies are limited.&lt;br&gt;They were all put on auction and companies bought blocks of frequencies.&lt;br&gt;Some blocks were meant for new entrants while others were allowed for everyone else.&lt;br&gt;Now the auctions are over, and the frequencies are allocated.&lt;br&gt;&lt;br&gt;So how does a new company enter the scene. Having not participated in the auctions, are they supposed to work out a deal with these individual companies that own the frequencies? How does this work? Am I missing something ?</description>
